FES Awarded “Most Innovative Project” at 2024 Delmarva Power Service Provider Awards
Facility Engineering Services is proud to announce that we have been awarded the ‘Most Innovative Project’ at the 2024 Delmarva Power Energy Savings for Business Leadership Awards. This recognition, presented by ICF on behalf of Delmarva Power, celebrates service providers who demonstrate exceptional service, technical expertise, and impact in delivering energy efficiency solutions to commercial and institutional customers.
About the Award: Most Innovative Project
The Most Innovative Project category honors a service provider that has implemented a unique and forward-thinking efficient solution. It highlights projects that go beyond standard practices to deliver measurable results through custom engineering, strategic planning, and collaboration with the customer and utility provider.
The Project: A Smarter Chilled Water System
FES received this award for our work at a large federal medical facility, where we led a multi-phase, multi-year effort to convert the site’s chilled water system from constant flow to variable flow. This was a technically complex project that required deep system knowledge, precise energy modeling, and close coordination with the facility’s engineering and contracting teams.
The project began with a strategic conversation about how to improve energy performance across the campus. FES proposed a series of scopes of work focused on optimizing chilled water distribution — a major energy consumer in large facilities. These scopes were submitted through Delmarva Power’s Custom Technical Application for System Retrofits (TASR) program, which allows for tailored energy-saving projects to qualify for utility rebates.
Results That Speak for Themselves
The impact of the project was significant:
- Annual Energy Savings: Over 560,000 kWh
- Annual Cost Savings: Approximately $47,000
- Total Project Cost: Around $187,000
- Rebates Secured: Over $93,000 — covering 50% of the project cost
Thanks to the rebate, the facility was able to fund the remaining project costs through energy savings alone, essentially making the upgrade cost-neutral in the first year. Furthermore, the rebate funds were reinvested into additional efficiency upgrades at the same facility, creating a cycle of continuous improvement and sustainability.

What made this project award-worthy was not just the savings, but the innovative approach FES took to identify, design, and implement a custom solution that aligned with the customer’s operational needs and long-term goals. Rather than relying on off-the-shelf upgrades, FES developed a tailored strategy that maximizes both performance and financial return.
